Essentially yes. Swearing in Japanese is a little different from English, but the things that he’s saying and the way he’s saying them translate best to English as swear words. Also he used actual Japanese swearing several times this chapter. Most of the time he doesn’t swear but once he gets angry, in particular towards Izaya, his speech changes.
